9-4-20 Deferred Truss Submittals

Purpose

This document outlines the procedure and provides guidance when working with deferred truss design submittals.

General

A deferred truss submittal is defined as a truss package submitted after plan check approval and issuance of a building permit. This procedure is intended to ensure compliance with project specifications, building codes, and coordination among all stakeholders. Per California Building Code (CBC) Section 107.3.4.1, deferral of any submittal items shall have the prior approval of the building official. The registered design professional in responsible charge (or the responsible plan preparer if the project does not require a design professional in responsible charge) shall list the proposed deferred submittals on the construction documents for review by the building official or designee.

Documents for deferred submittal items shall be submitted to the registered design professional in responsible charge who shall review them for conformance with the overall architectural and structural design and upload to the building permit’s documents with a notation or letter indicating that the deferred submittal documents have been reviewed and found to be in general conformance with the design of the building.

Procedure

  1. Identification of Deferred Trusses
    1. Trusses must be identified on the title page as a deferred submittal during the initial building permit application.  The construction documents must clearly state that truss designs will be submitted separately.
    2. Truss spacing and proposed slopes of roofs and ceiling members shall be identified on the roof framing plan.
    3. Trusses required to be designed to transfer loads to vertical elements of the lateral force resisting system shall be identified in the structural calculations and roof framing plan with the required drag loads the truss members are to be designed to accommodate.
  2. Truss Design Submittal

    The truss manufacturer must prepare and submit truss calculations and shop drawings to the Design Professional.

    The submittal must include:

    1. Design loads and criteria.
    2. Truss layout and connections, including justification of required uplift connections.
    3. Calculations stamped, signed and dated by a California licensed engineer or architect.
  3. When There Is a Design Professional in Responsible Charge

    If the truss design is being deferred, plan check staff will place a notice on the building permit record. This notice will remain in place until the truss design submittal is received. 

    1. The Engineer of Record must review and approve the truss design and self-certify the truss design per standard engineering practices and referenced Building Code sections.
    2. The approved truss design must be uploaded under the parent Building Permit as a new document.
    3. There is no deferred submittal record (BLDyy-xxxx.DBxx) and no plan review is required.
    4. Inspection staff will verify the truss submittal.
    5. The inspector will remove the notice, and the requested inspection can proceed as scheduled.
    6. If the truss design submittal is not submitted prior to the requested inspection:
      1. The requested inspection will be canceled.
      2. The inspection must then be rescheduled after submitting the required documents.
  4. When There Is No Design Professional in Responsible Charge
    1. The designer, contractor, or owner-builder must initiate the BLDyy-xxxx.DBxx permit record.
    2. The applicant must pay the hourly plan review fee per fee item 0062 Additional Plan Check Fee.
    3. The truss design will then go through a standard plan review process before approval.
